Under the new codes an entity is classified as an EME if it has a turnover of less than R10 million.

An EME automatically has level 4 B-BBEE status with a procurement level of 100%.

Should the EME be more than 50% black-owned, its status is elevated to level 3 with a procurement level of 110%.

More than 50% black-owned refers to:

• black people holding more than 50% of the exercisable voting rights;
• black people holding more than 50% of the economic interest; and
• the company having earned all points for Net Value.
